Report to Committee B of National Parliament, Ministry of Interior and
PNTL General Command

Fundasaun Mahein (FM) published and submitted a comprehensive report to Committee B of the National Parliament, the Ministry of Interior, and the General Command of the National Police of Timor-Leste (PNTL). The report highlights critical gaps in police vehicle management and proposes solutions to improve operational efficiency.

Key Issues:

Police vehicles are often old and poorly maintained, leading to high costs and environmental concerns. Insufficient vehicles force police to hire private vehicles, which are costly and unsuitable.

Unofficial Use: Vehicles are frequently misused for personal purposes due to weak administrative controls. Administrative Failures: Lack of allocation systems, usage monitoring, and maintenance records enable misuse and inefficiency.

Impact on Community Safety: Limited police mobility increases crime rates and erodes public trust due to delayed responses to emergencies.

Recommendations:
Policy Improvements:

• Develop a vehicle allocation system, implement strict reporting, and establish routine maintenance.
Operational Measures:
• Train officers on vehicle use and maintenance, use digital tools for monitoring, and create performance measures.
Oversight Mechanisms:
• Establish an internal oversight body, enforce disciplinary measures, and strengthen external supervision.

FM emphasizes the urgent need for reforms to restore public trust, improve policing efficiency, and ensure responsible resource use. By addressing these issues, the PNTL can enhance its ability to serve communities effectively.
