This report analyses the Cessna Citation 700 private jet incident that occurred in Dili on 1 July 2026, involving falsified documentation that fraudulently invoked the name of the President of the Republic. Three Indonesian nationals, suspected of links to a scam call centre network in Tibar, were authorised to leave Timor-Leste on commercial flights, even though the private jet remained at the airport before later returning to Indonesia.
President José Ramos-Horta publicly denounced the incident and ordered an investigation.
The case was not an isolated anomaly. In September 2025, two Chinese billionaire investors received firearms training in Liquiçá with the assistance of a member of the Timor-Leste National Police (PNTL). The United Nations Office on Drugs and Crime (UNODC) has
warned that transnational organised crime can use criminal foreign direct investment (criminal FDI) to establish a presence in vulnerable jurisdictions, and that the proposed Oecusse Digital Centre risked becoming a “crime haven” without adequate oversight—a project that was subsequently suspended by the Government.
The report identifies several structural vulnerabilities, including institutional fragmentation between the Civil Aviation Authority (AACTL), the Migration Service and the PNTL; weak document verification procedures; and VIP protocols that can override normal security processes. Fundasaun Mahein recommends a comprehensive audit of charter flight approvals, the suspension of unregistered operators, joint inter-agency training, real-time information-sharing systems, and integrated institutional reforms. Although the “ghost jet” has long since departed, the vulnerabilities it exposed remain, representing a serious test of Timor-Leste’s sovereignty that requires concrete action.
