The Illegal Abuse of Sirens

Fundasaun Mahein (FM) would like to sound the alarm on a worrying new occurrence in Dili whereby civilian cars adopt emergency sirens similar to those of the PNTL and ambulances, to make way through traffic quickly and more easily.

This issue has recently come to our attention and FM feels this should be taken very seriously. Dili is a small city with a rapidly growing number of cars and bikes on our streets. Road safety is fast becoming a major concern to all motorists, with road accidents constantly on the rise. Pedestrians are also at risk with pavements being a rare sight on Dili’s roads.

With faulty traffic lights and road rules not always respected, the illegal use of sirens by civilians, makes life on the road ever more dangerous. The “Codico Estrada “Decretoleinº 6/2003 de 3 de Abril CÓDIGO DA ESTRADA, Artigo 21 no 22 (or road code 2003) bans the civilian use of sirens on cars, however FM calls on the Transit Police in cooperation with DNTT to enforce this law more effectively.

The PNTL & DNTT should take action, and perhaps implement some sort of mechanism to control this growing issue. This illegal act is dangerous as civilians with no appropriate training, drive fast on our streets. This also confuses people, as they are unsure if they are giving way to the PNTL or not. Furthermore, if people continue abusing sirens and this becomes widely known, this may result in a sense of complacency among motorists, and in the future people may not give way to real emergencies. Perhaps equally worrying, would be the use of sirens by bandits.
