Since its inception in 2009, Fundasaun Mahein (FM) has provided accurate information based on critical analysis for many audiences in Timor-Leste and internationally, complemented by practical policy recommendations focused on enhanced security provision by the security sector for the people of Timor-Leste. Following the political and security crisis in 2006, it became evident that Timorese civil society required an organisation that was dedicated to providing civilian oversight of security sector reform in Timor-Leste, and Fundasaun Mahein was born.

During this time FM has facilitated and participated in many debates involving security actors, policymakers, civil society organisations and the media, both national and international, and our reports have sought to clarify the issues surrounding security sector issues in Timor-Leste, allowing for the people to understand these issues through accessible media in both Tetun and English. Furthermore, FM has played a critical role in developing relationships and understanding between security actors and communities during FM’s Community Management Meetings, and through the provision of security education for disadvantaged youth. This has had the effect of FM being able to make positive impacts for security at both a grassroots and policy level. The feedback from communities and stakeholders that FM has received during this time indicated that although there have been significant improvements in the performance of security actors in Timor-Leste, and the development of policy and legislation, there are still significant challenges remaining in regards to effective implementation.

FM and its staff are extremely proud of the role they have played as a civil society organisation focusing on security sector issues, and takes pride in the institutional development of FM’s expertise on the security sector. FM has also been pleased to engage with international academics and universities in its research, and looks forward to continuing this in 2018. We would also like to say thank you to our donors for their support this year, as we consider 2017 to have been a successful year for FM and Timor-Leste, and we wish the people of Timor-Leste and our other friends and supporters a happy, productive and safe new year.
