Security at Government Offices and Buildings

The security of government buildings and offices such as the Republic Presidential Palace, National Parliament, Government Palace and Court buildings has recently received less attention from government security sector institutions designated to fulfill this task.

Fundasaun Mahein’s (FM) monitoring has uncovered that many government offices do not have rigorous security checks at the main gate, and people are allowed to enter freely. Even more troubling is the fact that some offices have no security at all at the entrance.

FM has alerted the National Parliament and the government of this situation, and particularly to the danger of lax security at government offices to monitor the entrance and exit of visitors. When the FM held an audience with National Parliament committee B at the time of the debate regarding the 2014 State General Budget, parliament was urged to allocate more funding to security and for the purchase of security equipment (such as metal detectors) for use at government buildings.

According to FM’s monitoring, the Republic President Palace has a metal detector that is not actually used to check visitors entering and exiting the building. Security will often only register visitors without actually checking them. FM would like to know why security is not utilizing their security equipment?

In one case of a security breach that took place on April 24th at 12:00 AM, a youth enterered the government palace and went straight into the plenary hall of the National Parliament. The youth sat down in the National Parliament’s chairs before security guards found him and took him out.

Other incidents have taken place in past years. Some cases have taken place inside the National Parliament, such as the time when a group of youths tried to hit deputy Osorio Florindo during a discussion at the National Parliament in 2010.

Another case involved unknown perpetrators attacking the residence of the District Court Judge of Suai on April 8th 2014.

FM’s believes that these situations pose a risk to state authorities. Security for government authorities is not well-functioning, and this will continue to pose a threat to government authorities unless steps are taken to resolve this deficiency.

FM’s Recommendations:

1. Recommend to the Ministry of Defense and Security, as well as the other relevant organs, to remember that security for the offices of state organizations is a priority, in order to ensure the safety of public civil servants.

2. Recommend to the government to allocate funds to purchase security equipment for use at government offices.
