After the terrorist attack on the United States of America on 11th September 2001, terrorism became a security issue of greater concern on the international level. Timor-Leste is a small country and not an actor involved as part of the international coalition engaged in the “global war against terrorism”, and as such needs to decide its own policy to minimise the risks associated with terrorism. As terrorism is prevalent at the regional and global level, Fundasaun Mahein (FM) believes it is important to have a rational debate about the potential implications of terrorism for national security.
This report will give consideration to the potential threat and risks of terrorism for Timor-Leste, inclusive of the potential exploitation of Timor-Leste’s financial system for the financing of terrorism and vigilance in monitoring Timor-Leste’s borders in cooperation with its neighbors, followed by FM’s recommendations.
